交通运输部天津水运工程科学研究院成立于 1974 年，是交通运输部直属公益二类科研事业单位。1982 年 7 月，经天津市政府同意，成为驻津单位。坐落于天津市滨海新区核心区。

天科院主要从事交通运输科技事业发展中具有基础性、战略性、前瞻性等共性技术和重大工程建设关键技术研究。建有港口水工建筑技术国家工程研究中心、水路绿色建设与灾害防治国际科技合作基地、中国 - 印尼港口建设与灾害防治联合研究中心等 9 个国家级平台，拥有工程泥沙、水工构造物检测诊断与加固技术、水路交通环境保护等 7 个部省级重点实验室。

天科院建有世界最大的大比尺波浪水槽、国际领先的 500gt 港口土工离心机和 20 余座物理模型试验大厅。科研服务覆盖全国几乎所有通航河流和沿海各大港口，有力支撑了长江黄金水道、港珠澳大桥、深中通道、三峡新通道、远海岛礁等国家重大工程的建设与水运交通行业技术进步。

Established in 1974, Tianjin Research Institute for Water Transport Engineering, Ministry of Transport, is a public welfare class II research institution directly under the Ministry of Transport. In July 1982, with the approval of the Tianjin Municipal Government, it became a resident institution in Tianjin. It is located in the core area of Binhai New Area, Tianjin.

The Institute is primarily engaged in fundamental, strategic, and forward-looking research with commonality for the development of transportation science and technology, as well as key technological research for major engineering projects. It hosts nine national-level platforms, including the National Engineering Research Center for Port Hydraulic Construction Technology, the International Science and Technology Cooperation Base for Green Waterway Construction and Disaster Prevention and Mitigation, and the China-Indonesia Joint Research Center for Port Construction and Disaster Prevention and Mitigation. Additionally, it has seven provincial and ministerial key laboratories, including those for Engineering Sedimentation, Testing, Diagnosis and Reinforcement Technology for Hydraulic Structures, and Waterborne Transportation Environmental Protection.
